Job mission


Under the authority of the Director of Information Technology, the incumbent participates in the planning, organisation and monitoring of projects and activities in the sphere of information and communication technologies (ICTs) aimed at proposing and implementing solutions in partnership with the Organisation's different entities, in line with the aims, standards and values of the Council of Europe.

Key activities

The incumbent mainly performs the following duties:

- coordinates activities relating to the planning, organisation and evaluation of IT projects, in collaboration with other staff members concerned or outside staff, in line with the key strategies, priorities and deadlines:

  • participates in meetings to monitor needs linked to the ICT projects of the different Directorates and Services;
  • acts as a catalyst for progress and facilitates consultation and exchanges of views to find common solutions, ensures follow-up;
  • has responsibility for the preparation, quality and dissemination of ICT projects and document  management projects;
  • participates in the evaluation of projects with a view to identifying adjustments to be made and improving working methods;

- contributes to the management of financial resources and activities linked to projects in order to achieve effective and efficient results;

- supervises and coaches fellow team members:

  • sets objectives; allocates responsibilities; motivates staff and evaluates their performance;
  • facilitates internal communication, encourages cooperation, team spirit and the instilling of a harmonious working atmosphere to boost efficiency;

- checks that activities progress according to schedule;

- keeps informed of the latest ICT developments;

- reports on the results achieved, additional needs, risks and opportunities;

- works in close collaboration with all stakeholders to ensure that activities are correctly coordinated.

Eligibility Requirements

Only applicants who best meet the following criteria will be considered for shortlisting.


  • Completed full course of general secondary education and appropriate professional qualifications, such as a University Diploma in Technology or equivalent.


  • At least 2 years of professional experience in IT project management or in coordination of activities relating to the planning, organisation and evaluation of IT projects.

Language requirements:

  • Very good knowledge of one of the official languages (English or French) and good knowledge of the other.


  • Nationality of one of the 47 Council of Europe member states.


  • Under 65 years of age at the closing date of the vacancy notice.
